The media provides an important component in
encouraging responsible pet ownership. A responsible media will
promote responsible pet ownership as the only acceptable solution for
solving our community's pet problems. |
If the media works with local animal welfare groups to encourage
responsible pet ownership, there will be no need to continue building a
larger animal shelter every ten years. As people become more
responsible, animal control officers will have sufficient time to
respond to citizen complaints; presently animal control officers have to
rush from call to call without being given sufficient time to educate
pet owners and attempt to control future problems. Animal Control cannot stay on top of the pet related problems in our community, nor should they have to! Pet owners need to assume the responsibility for their pets. Challenges facing Animal Control: Culture -- Reckless pet owners are the number one issue facing any animal control program. People value their pets as objects or possessions, and not as living, feeling companion animal. The Administration -- Mayor Delaney was committed to improving the plight of animals in Jacksonville. Although Mayor Delaney obtained funding under the Better Jacksonville Plan for a modernized animal shelter, Mayor Peyton has failed to find the need to move forward with the construction of the new animal shelter. Mayor Peyton's plan for the City of Jacksonville involves the constant changing of his management team. In that process, Peyton removed his animal control professionals and replaced them with managers from solid waste; immediatily the care for the shelter animals suffered. This management changed caused a crisis for the Peyton Administration that force him to order a review by his Inspector General. The review danced around the cause of the current crisis, but drew the Mayor's attention back on the need for a new animal shelter. Although the animal shelter is desperately needed, there remains the need to bring back professional animal control professionals to run the organization. |
